아래 글은 20일 조지 카치아피카스 교수가 김양래 5.18기념재단 상임이사의 지난 14일자 반박에 대해 본지에 보내온 재반박문 전문입니다. /편집자 주.
2017년 7월 14일자 <광주인>에 실린 김양래 씨의 반박문에 나의 입장 [전문]
1. 김양래 씨가 단지 한번의 통화와 저녁초대를 거부했던 것만은 아니다. 그는 나와 직접 대화하는 것을 계속 거부했다. 나는 여러 차례 그에게 이메일을 보냈지만 그는 답하지 않았다. 내가 여러 차례 나에게 전화하라고 부탁했지만, 그는 그렇게 하지 않았다.
나는 여러 차례 김양래 씨와 접촉하려고 시도했었다. 나는 2000년부터 그와 알고 지냈다. 2009년 5월 노무현 전대통령이 사망했을 때, 나는 수많은 사람들이 모인 시내 구도청으로 갔다. 나는 억제할 수 없는 감정에 울기 시작했다. 군중 속에서 김양래 씨가 나를 봤고 나를 위로했다. 나는 그의 친절함을 결코 잊지 못할 것이다.

5. 김양래 씨는 5.18기념재단과 도널드 그레그 간의 유일한 접촉은 뉴욕회의에 대한 초청 또는 그의 참석에 대한 감사뿐이었다고 주장한다. 2017년 3월 2일 5.18기념재단의 새로운 국제업무 담당자인 유인래씨는 그녀가 새로운 업무담당자가 되었음을 알리는 이메일을 보냈다.

왜 김양래 씨는 이토록 공격적으로 행동하는가? 영어 속담에 “권력은 부패하다”는 말이 있다. 김양래 씨의 경우, 그는 전혀 다른 사람이 됐다. 그는 5.18재단에서의 지위를 자신의 개인적 목적을 위해 이용하고 있으며, 공개적으로 그를 비판했다는 이유로 나에게 가한 개인적 보복도 여기에 해당한다. 그는 절반의 진실과 거짓으로 여론을 냉소적으로 호도하려고 시도하고 있다. 5.18의 기억을 그의 행동으로 훼손하는 것은 매우 유감스런 일이다.

1980년에도 광주 사람들 사이에는 분열이 있었다. 어떤 사람들은 자신과 자신의 필요를 우선시했고, 항복을 주장했다. 다른 사람들은 공동의 이익을 위해 자신을 희생했다. 김양래 씨는 미국에 대한 항복의 방향으로 우리를 이끌고 있다. 나는 그의 그런 행동에 대해 유감을 느끼며, 그가 개인적 목적을 우해 5.18재단에서 자신의 권한을 남용하고 자신의 행동에 대한 비판을 질식시키려고 애쓰고 있다는 점에 대해 유감이다.

| Response to Kim Yang-rae's five point reply to 광주인 on 2017.7.14 1. It is not simply one phone call and dinner invitation that Mr. Kim has refused. He continues to refuse to talk directly with me. I have emailed him numerous times and he has not responded. I have asked him to call me numerous times and he has not done so. I have reached out to Mr. Kim Young-rae on numerous occasions. I have known him since 2000. In May 2009, after No Moo-hyun died, I went downtown to the old Provincial Hall where hundreds of people gathered. I began to cry uncontrollably. In the crowd, Mr. Kim saw me and comforted me. I will never forget his kindness. 2. Mr. Kim claims he did not receive my email of June 17 correcting the detail of whether Donald Gregg was convicted in 2002. I have heard from several people that he now acknowledges that he received that email but claims he did not read it. Nonetheless, he has yet to correct his statement in the May 18 Memorial Foundation website or 광주인 web site. The 518 Foundation Human Rights Prize co-winner in 2016 was Nguyen Dan Que. At the time he received the award, the Foundation gave the impression that he was imprisoned. In fact, many years prior to that, Nguyen was released from prison. As one of the workers at the Foundation told me, they had no real information on Mr. Nguyen, who refused to send verification of any of the facts that had been presented to the Foundation with his nomination. Even after I pointed out to Mr. Kim that Mr. Nguyen was not in prison, Mr. Kim refused to correct the error. I never said—as Mr. Kim maintains, that Nguyen was NEVER in prison. See my email at the end of this statement. For over one year, I kept this problem confidential among a select group of people associated with the May 18 Memorial Foundation. 4. Because of the Foundation's failure to adequately respond to my complaint about Mr. Nguyen's prize, I rejected their invitation to speak in Thailand. Without regard for the facts, Mr. Kim invents another story. Again, see the second paragraph of my email below. 5. Mr. Kim claims that the only communication between the May 18 Memorial Foundation and Donald Gregg had to do with inviting him to the New York conference or thanking him for his participation. On March 2, 2017, You In-rae, the new international affairs coordinator at the May 18 Memorial foundation, sent out an email announcing her new position. Besides me, another person on her email list was 30-year CIA man Donald Gregg. This email shows the continuing pattern of Mr. Kim's untruthful assertions. I would like to share that email in full but I have yet to receive You In-rae's permission. I therefore attach below only the two relevant addresses, subject line, and opening phrase in which she refers to Donald Gregg and all recipients as “friends and partners.” Was Donald Gregg a “Friend” or a “Partner”? Why is Mr. Kim acting so aggressively today? There is a saying in English: "Power corrupts." In Mr. Kim's case, he has become a completely different person. He uses his position at the May 18 Memorial Foundation for his own personal ends, including his personal vendetta against me for daring to publicly criticize him. He seeks cynically to manipulate public opinion with half-truths and non-truths. It is a pity that the May 18 memory is tarnished by his actions. Instead of encouraging open and democratic discussion of differences among the 518 community, Mr. Kim seeks to divert the issue of the blood on the hands of Donald Gregg. Although his original statement requests a public response from me, he refuses to publish it on the 518 Foundation web site. Mr. Kim should consider the dignity of 518 Memory and put his personal needs below those of 518. Instead, he is afraid of losing his power, and has launched his attacks on me to camouflage his troubles. I'm afraid Justice and Democracy are on the wane in our beloved May 18 Foundation as long as it is led by Kim Yang-rae. At the same time as South Korea’s democracy is blossoming, the Foundation is moving in the opposite direction. I am critical of the 518 Foundation working WITH 30-year CIA man Donald Gregg. I have never said that Mr. Kim, the person who invited Gregg, or anyone at the May 18 Foundation works FOR the CIA. Indignantly claiming that is the case, they seek to deflect discussion of the wisdom of inviting Donald Gregg, who refuses to be truthful or to sincerely apologize. From his statement, one would think that Mr. Kim likes Donald Gregg better than me. The political issue of US responsibility for the Gwangju Massacre is central to my concern. The massacre was no “mistake” and not simply the fault of Korean leaders including criminal Chun Doo-hwan. As I discuss in my book, US responsibility is evident, and Donald Gregg was a key figure. In 1980, there were also divisions among Gwangju people. Some put themselves and their personal needs first and advocated surrender. Others sacrificed for the common good. Mr. Kim leads us in the direction of a surrender to the US. I feel sorry he does so, that he abuses his power in the 518 Foundation for his personal agenda, and that he seeks to stifle criticism of his actions. Any citizen who wants to fight for the dignity of and honor of 518, I will be beside you! “Leaving behind neither love, glory, nor our names, George Katsiaficas From: george katsiaficas <katsiaficas@gmail.com> June 28, 2016 Dear Cha Myeong Seok, Chairman, 518 Memorial Foundation, and Kim Youngrae, Executive Director, 518 Memorial Foundation: I write to express my deep disappointment with your decision to select Nguyen Dan Que as co-winner of the 2016 Gwangju Human Rights Prize. In my view, your action is not in the interests of international human rights. I also question whether a transparent and democratic process was followed in selecting him. Unless I receive a satisfactory response to my questions below, I must decline your invitation to be a keynote speaker at your upcoming conference in Thailand. Vietnam has only recently emerged from centuries of colonialism and war. During the American War, South Korean troops’ brutality also resulted in a number of notorious massacres, and at least 3 million Vietnamese lives were taken—a recent book counted 5 million. The governments of South Korea and the United States have never apologized nor compensated Vietnam for decades of genocidal acts. There are still counterrevolutionary groups seeking to overthrow the newly established Communist government of Vietnam, a desire that Nguyen Dan Que openly embraces and advocates. Despite his public calls to overthrow the government, Nguyen Dan Que today is free to roam throughout Ho Chi Minh City—as he has for approximately the last 10 years—where he openly expresses his views. That fact speaks to the lenience and tolerance of the Vietnamese government. Yet the English language explanation of your award gives the opposite impression, i.e., that he was (and continues to be) unjustly imprisoned and tortured, and that the government of Vietnam continually violates human rights. Why did your statement fail to mention that Nguyen is today free to travel in Ho Chi Minh City and to express his views? Your attack on the government off Vietnam is another blow by South Koreans against Vietnam, a practice that needs to be questioned and stopped. I am saddened and embarrassed by the 518 Memorial Foundation using the memory of the historic Gwangju People’s Uprising as a tool to continue South Korea’s aggression. Moreover, it is my understanding that you responded hostilely to the objection by the government of Vietnam to your awarding Mr. Nguyen this year’s prize. Could you clarify what your actions in this regard actually were?
